I used Xhorse Key Tool Plus and VVDI MLB Tool to program key, but the device showed “Error: OEM Key Not Detected”.

If you do not have a VVDI MLB key, you need to select the first option “Collect original keys-points deduction” to collect data. This deducts 200 points from your account.
